Latin America is one of the world’s largest hydrocarbon producers.   Yet the countries of the region present a mixed picture in terms of performance in the oil sector.   Moreover, they confront a rapidly changing political, technological and market environment.   Which countries are seizing the opportunities offered by increasing oil production?   Which are lagging?   And why?
